Abstract

The significant problem of the Bulgarian society today is the definition of clear goals in the areas of the education and demographic policies. This definition cannot be found without taking into consideration the requisitions of the system of the national security in the country. The problem doesn’t consist in the creation of new structure of educational levels but in the whole scheme of the elements of the educational system as it is part of the common system for national security of the country. Bulgaria urgently needs adequate and modern demographic policy. New options for significant and fast increase in the birth rate and from there of the population of the country should be sought. For the realization of this so complicated task, a new advanced approach should be applied towards the demographic processes. In effect in the last years the negative population growth has increased significantly, with most of the people who leave the country being in active working age. These tendencies are in correlation with the educational status of the emigrants leaving the country and if this situation continues the working force in Bulgaria will always be less in number and less educated.
