Abstract

Many deontic requirements are inherent in the public sector. Some of them are of a positive nature – and are legal expectations, others are of a negative nature – and are legal prohibitions. However, they are all social and normative phenomena, and the following will be considered here – integrity, legitimacy, partiality, conflict of interests, corruption.

Because the standards for them are high, they are difficult to meet both in definition and in practice. Therefore, they can be likened to a ball of yarn, for which an attempt will be made in this text to unravel.
