Abstract

The spread of terrorism causes serious concern in the world community, but despite the measures taken, detailed analysis shows that neither Europe nor the United States recognize wholly the threat of international terrorism and the need to develop a common strategy and the adoption of even more effective counter-measures.

Considering the extremely difficult situation in several regions where the threat of terrorist attacks is particularly high, as well as the events of recent years, which have shown that even the most powerful economically and militarily countries are not insured against terrorism ever more often opinions are expressed that no country can deal with terrorism alone.

Therefore, the problem of terrorism, having become a common problem for the worldwide democratic community must be solved not at the national level but on a broad international basis, by means of integration, by building powerful complex structures, to which functions can be assigned for overall countering of terrorism.
