Европейски въоръжени сили – фикция или възможна реалност?
Abstract
Originally, the European Union (EU) was designed as an organization for economic cooperation, for preventing and overcoming conflicts but not as a Defense Union. However, the European integration process leads to new EU competencies, stronger cooperation and unity and even the idea for European Armed Forces (EAF). A multitude of new external and internal threats sets forth the need for an effective EU Common Security and Defense Policy on the political agenda. Many obstacles to this policy are still present and the EU still lacks consolidated political will in this respect. It is widely accepted that the development of EAF will be an arduous process and it is not likely that these Forces will be established in the next few years. It would be positive to carry out an intensive debate on the substance of the problem, to clarify the details and to overcome the obstacles with a view to establishing the European Armed Forces in the next decade. The time for the implementation of this ambitious idea has still not come, but might not be too far in the future.
