Abstract

Police services worldwide and most relevant experts at the problem in Europe and America, advantage given to the principle of police operational prevention before the criminal policy of strict orientation of penitentiary acting post delictum. In Germany, all police laws in the country, they have primary task in the fight against threats to social order and peace. Corporate Social prevention of sportsmanship hooliganism, just as hooliganism in general or at whichever is socially negative phenomenon should be exercised through three forms, through: 1) the general social prevention, 2) special social prevention and 3) individual prevention. Repressively – preventive police activity in the control and maintenance of public peace and order with situation of the occurrence of violent and aggressive behavior of football hooligans, requires the necessity of planned and programmed engagement of police and other state institutions. Thereby are optimizes the achievement of the strategic objectives at the criminal activity as an integral part of society's strategy in the fight against crime.
